I have a question I know that someone will have a quick answer too:

If I buy a box of cards at target (or wal-mart) which includes the target coins, would the box contain the target cards with the red motions or would they just be the retail cards??

The Target bonus boxes only have the white cells. The gravity packs are the only ones with exclusive Red border cells. It's the same with Wal-Mart.

The Blister packs also do not have the Red Cels or the chance to pull a Staggs. They only have the foils and the motion cards.
